People Mover Guideway Nears Completion, Consolidated Rent-A-Car Facility Continues to Progress in First Quarter 
The first three months of 2022 have brought significant progress in the ongoing transformation of LAX including the last structural concrete pours taking place at the Consolidated Rent-A-Car (ConRAC) facility, while the Automated People Mover (APM) guideway neared completion. Across the 2.25-mile elevated guideway structure, station construction is in full swing and the Maintenance and Storage Facility is gearing up to accept train cars this summer.

APM Q1 Construction Update

Inside the Central Terminal Area (CTA), LAX continues its transformation with several construction achievements on the APM train system, including:

  • At the West CTA station, crews have begun the installation of structural steel to support the station canopy. Work also continued on the pedestrian bridge that will connect to Terminal 4.
  • Steel truss installation for the pedestrian bridges at Terminals 1 and 3 were completed. Work will continue in the coming months with the installation of the glass.
  • Installation of structural steel was completed at the East CTA station.
  • Segmental guideway construction was completed over Parking Structure 2B on March 19. The traveling form system allowed the team to construct the guideway over the garage without additional support structures.

Outside the CTA, guideway operations are moving forward with plinth construction, which is what the train cars ride on, and rail installation. Skylight glass panel installation also began at the station that will service the LAX Economy Parking facility. Recent milestones include:

  • The guideway superstructure is now 99% complete and spans Sepulveda Boulevard. To accomplish this, crews incrementally built the guideway from both the east and the west using a cast-in-place segmental construction technique, meeting in the middle with the final closure pour on April 1.
  • The final beam of structural steel was placed at the Intermodal Transportation Facility-East station on March 4. This station will provide an eventual connection to bus transportation and the Crenshaw/LAX Line and Green Line Extension via the Airport Metro Connector 96th Street Station.
  • The project’s first vehicle, designed to help maintain and service the APM train cars, arrived at the APM Maintenance & Storage Facility (M&SF) on Feb 28. This follows the completion of the guideway access ramp superstructure at the M&SF. When complete, the facility will serve as the hub of operations and maintenance of the APM trains and system.

The APM Maintenance and Storage Facility (top) will soon welcome train cars, while the Center STA station will top off in steel (bottom left) and the pedestrian bridge structure over World Way at Terminal 5.5 will be placed (bottom right) in April.

Guideway pours at the West CTA station and 96th Street will complete the 2.25-mile guideway superstructure from the West CTA station to the ConRAC facility. Construction at each of the stations will continue to progress. With more than half of the six stations already topped out, structural steel operations are anticipated to conclude this summer. In addition, two more pedestrian bridge structures in the CTA are scheduled to be erected by the end of the summer - at Terminal 5.5 and at Tom Bradley International Terminal.

 

In the coming months, the APM team will continue to prepare the Maintenance and Storage Facility to receive the first train cars and begin systems testing.

From the completion of structural concrete to ongoing work preparing the Customer Service buildings for tenant fit-outs, the ConRAC facility continues to progress. Noteworthy winter construction highlights included:

  • Elevator and escalator installation continued.
  • Mechanical, electrical and plumbing (MEP) work for Ready Return/Idle Storage and Quick Turn Around buildings.
  • Site concrete and paving work continued.
  • Parking light poles installed on the fifth level of the Ready Return/Idle Storage building.
  • Terrazzo flooring and sliding door installation continued at the Customer Service buildings.
  • Façade covering installation nearing completion.
  • Completion of the Ready Return/Idle Storage building north & south speed ramps, as well as Quick Turn Around building ramps and bridges that connect it to the Ready Return/Idle Storage building.
  • Ongoing work at the bus plaza area.
  • Start of landscaping on the roof of the Ready Return/Idle Storage building.
Up Next for ConRAC Construction
Roadway paving (top), landscaping for Customer Service area (bottom left) and sign installation (bottom right) are scheduled to continue in Q2 of 2022.

This spring, continued progress for the ConRAC facility is expected to include:

  • Continued civil and road work on Arbor Vitae Street, La Cienega Boulevard and the future extension of Concourse Way.
  • Ongoing construction of the Customer Service buildings on the fifth level of the Ready Return/Idle Storage building.
  • Expected completion of the façade coverings on the Ready Return/Idle Storage building.
  • Continued installation of elevators and escalators.
  • Further interior fit-out of the Ready Ready/Idle Storage and Quick Turn Around buildings.
  • Ongoing paving of the parking lots and civil improvements of interior roadways and sidewalks. 
  • Expected start of landscaping with installation of trees at the Ready Return/Idle Storage building customer service plaza.

LAMP Local Hire Spotlight

APM Project

Michael Robinson is an operator (Local 12) on the APM project. He joined the project in November of 2019 after being recruited by a LINXS superintendent that had worked with him on another major infrastructure project near his home in Inglewood. Michael, who was described by his supervisor as being a “real stand-up gentleman who is exceedingly honest and fair,” has been working as an operator for 17 years after entering the trades on a recommendation from a cousin who is an engineer. Previously, he worked for almost 20 years as a state worker in the California Department of Motor Vehicles, deciding to make a switch when he realized he had enough vacation time saved up to be able to launch his new career without leaving his job right away. A former athlete, Michael credits sports for building his character and instilling in him the value of teamwork, both of which have equipped him to excel in his work. Michael is a proud father to four daughters and appreciates that through his work he is able to help his local community and leave for them a legacy that will outlive him. He recommends to anyone considering a career in the building trades to research career training opportunities thoroughly and to talk to as many people as possible.


ConRAC Project

From Army brat to ConRAC, Monica Brogdon is an International Brotherhood of Electrical Workers (IBEW) journeywoman working for Morrow-Meadows Corporation on the ConRAC facility. While not always easy or what she expected, it has been an odyssey culminating in a career Monica is grateful to have found. Monica experienced many challenges growing up: she was uprooted for her father's military service; her parents divorced; and she lost her mother as a teenager. If that wasn’t tough enough, she also endured racial discrimination. Despite having to move around due to her father's military career, family setbacks and racial discrimination, Monica persevered and graduated from Southern Illinois University with a bachelor's degree in Workforce Education. As a paralegal and tax preparer business owner, Monica was introduced to the trades through a contract with a civil rights organization investigating diversity. A chance meeting with Michelle Ballard from Turner Construction Company would lead to a mentorship that would ultimately change Monica’s life. Around this same time, a series of personal losses in quick succession put Monica in despair and at a crossroads. Michelle connected her to the IBEW 2nd Call program, leading Monica to where she is today. Monica can now take her grandson to a completed project and take pride in pointing out her work. Monica is grateful for the opportunities and support she received leading her to a career in the construction industry. While the journey was not easy, Monica is proud of her accomplishments and looks forward to owning her own contracting company one day. Until then, Monica hopes her story will inspire other women, particularly women of color, on their journeys in construction.

Inclusivity Update

APM Project

LINXS Constructors continued to support certified firm outreach events this quarter, including a virtual training workshop focused on "The Art of Effective Communication," as part of their continuing Mentor-Protégé Program. Presented by Heather Wolfson, CEO and Lead Strategist of Maven Coaching & Consulting, the workshop reviewed the three key components for effective communication: Empathy, Listening and Powerful Questions. Heather led a very interactive and experiential session, where attendees were led through several exercises in breakout rooms.

 

LINXS Constructors also welcomed LAWA as presenters for a virtual workshop on upcoming business opportunities. Amber Meshack, Director of Business, Jobs, & Social Responsibility and Jamaal Avilez, Executive Assistant Airports, reviewed different ways to get involved with upcoming LAWA projects. The presentation included an overview of LAWA’s Capital Program Workforce & Business Inclusion Team, a general timeline of upcoming projects, and a variety of resources available to interested firms. The presentation ended with a lively and engaging Q&A session. Approximately 40 firms were in attendance. 

 

The six-month Mentor-Protégé Program provides one-on-one training to firms certified as small, local and/or disadvantaged business enterprises as a part of the LINXS Training Institute of LA. Subcontractors interested in participating in the next the Mentor-Protégé Program cohort can email opportunities@linxscjv.com.

 

As of March 2022, the LINXS Inclusivity Team has participated in more than 585 community events and given more than 280 scholarships totaling more than $305,000. Recent outreach initiatives included: the “Women in STEM” panel at the Girls Academic Leadership Academy, the Industry Experts Virtual Career Incubator Forum at Lloyde High School and the Booming Careers Panel at the NCRF Black College Expo.

 

The Inclusivity team also supported craft worker development by partnering with the Watts Labor Community Action Committee, hosting the LINXS Constructors Virtual Construction Career and Resource Fair and holding workshops as part of the LINXS Training Institute of LA.


ConRAC Project

Once open, the approximately 6.3-million-square-feet Consolidated Rent-A-Car (ConRAC) facility will become the largest rental car operation in the world. As Women’s History Month comes to a close, it is worth mentioning that this one-of-a-kind project also has an impressive number of women working in operations on the facility's construction.

 

Women serve an integral role, holding positions in project management, field leadership, legal counsel, marketing management, virtual construction, business development and supplier diversity/XBE business inclusion. 

 

The design-build contractor, PCL Construction Services Inc., is a proud supporter of the National Association of Women in Construction (NAWIC). According to NAWIC, as of December 31, 2018, approximately 1,106,919 women, or 9.9 percent, were employed in various occupation sectors of the construction industry in the United States.

 

Presently, PCL Construction Services Inc. has 23 female team members out of the 77 positions on the ConRAC project. At just under 30 percent, that far exceeds the industry average. Even more noteworthy, of the 13 senior leaders on their organizational chart for the ConRAC, five or 38 percent are women.

 

PCL Construction Services Inc. looks forward to creating even more opportunities for women as the project progresses.

Sneak Peek of Train Cars
Static and dynamic testing of the train cars continues, while assembly has now advanced to car No. 19 in Pittsburgh. A total of 44 train cars will be built for the LAX system, with the cars beginning to arrive in this summer.
